Master of Ceremonies:

Charles Rowley, Associate Vice Chancellor and CIO, Emeritus

University of California, Riverside

Charles J. Rowley is the retired Associate Vice Chancellor for Computing and Communications and CIO at the University of California, Riverside (UCR). Prior to his retirement, and throughout the past decade, CIO Rowley has promoted and facilitated the use of technology as a means to sustain and enable research and teaching excellence, to improve the effectiveness of campus administrative operations, and to enhance all forms of electronic communications. In particular, he has stressed the benefits of technology-enabled-student-engagement as a fundamental component of successful learning and achievement. This has resulted in a campus commitment to instructional and classroom technology that in turn facilitates active, problem based, and participatory learning. As CIO, Rowley was responsible for all enterprise wide information technologies and services, including UCR’s administrative systems, research technologies, public microcomputer labs and help desk, portals, security initiatives, policy development, and authentication and authorization infrastructures. For two years, CIO Rowley served as the Interim Vice Chancellor for Business and Administrative Services. In this role, he was responsible for the University’s budget and fiscal operations, physical plant, capital programs, human resources support, and campus acquisitions and asset management. Rowley served four years on the CENIC (Corporation for Educational Networks in California) Board of Directors (one year as Vice Chair) and as the Chair and Vice Chair the University of California Information Technology Leadership Council (ITLC). He also served on numerous University of California fiscal, compliance, ethics, research, educational, and budget committees and advisory groups.
